“What would it take for the people of one Kendra to become informed participants in their own five-year future?”
KK is a test case, not a finished programme. We want citizens, youth, civil society, candidates, experts and supporters to challenge the idea and help decide whether it is useful, trustworthy and worth improving.

We use official electoral sources where available and label the date of each figure. More demographic and development data will be added only after verification.
Source links are provided in the downloadable project notes and on the Elections page.
Help build a shared picture of Keishamthong’s priorities. Your answers will inform discussion of the People’s Mandate and the Five-Year People’s Contract.
We should not pre-decide the People's Mandate. Start with evidence, questions and citizen input.
Collect verified information on education, health, mobility, livelihoods, public spaces, environment, local economy, services and infrastructure.
Record issues, stories, priorities and proposed solutions with clear attribution and consent.
Publish unanswered questions instead of filling gaps with assumptions. This becomes a research agenda for the Kendra.
The mandate should be a public document developed through an open process and supported by evidence wherever possible.
Collect questions and concerns.
Hear different perspectives.
Identify what matters most.
Define outcomes and possible actions.
Publish, question and revise.
A fair review separates official records, documented promises, verified delivery, unresolved questions and public opinion. This is an evidence-gathering framework—not a pre-assigned rating or a verdict.
These links are starting points. A source link alone does not prove that a public promise was fulfilled or that a project was caused by one representative.
Capture the exact wording, date, venue/publication and link for each manifesto point, public statement or documented commitment.
Evidence status: Not yet collated.
Check government orders, budget or department records, tender/completion documents, dated site evidence and credible reporting. Identify the responsible agency and other contributors.
Evidence status: Not yet independently reviewed.
Record the issue, affected area, evidence available, evidence missing, relevant department and any response from the MLA or responsible authority.
Evidence status: Open for documented submissions.
| Item / issue | Evidence required | Status | Fairness check |
|---|---|---|---|
| Manifesto or public promise | Original dated statement and source | Not yet collated | Quote in context; distinguish promise from aspiration |
| Project / service delivery | Department record, order, budget or completion evidence | Evidence required | Name responsible agency; do not assume sole MLA credit |
| Unresolved local concern | Specific location, date, corroboration and department | Open for submissions | Offer right of reply; separate allegation from finding |
| Citizen perception | Survey responses and response count/date | Collecting feedback | Label as opinion; do not present as verified fact |
No item should be labelled “fulfilled”, “failed” or scored until the evidence, date, source, methodology and any response are shown. Publish corrections when credible new evidence changes a finding.
Every participating candidate should receive the same questions and opportunity to respond. Their answers and proposed commitments can be published alongside source links; citizens decide what they think.
Biography, public experience, declared affiliations and links to source material.
Candidate responses to the same public questions and the People's Mandate when it is published.
Specific proposed commitments with timelines, responsible institutions and evidence requirements.
The People's Contract turns agreed priorities into commitments with timelines, responsible institutions, evidence and regular review. It is a proposed public accountability framework, not a claim that any candidate has already signed it.
Use this separate channel to correct a fact, share a source, flag missing information or suggest a research question. For general priorities, use the citizen survey above.
Submissions are collected through Netlify Forms and may be reviewed by the People’s 40 team/site administrators to assess and improve this prototype. Public reporting may summarise feedback; we will not intentionally publish submitters’ identifying details without permission. Please do not include sensitive personal information. Claims about identifiable people require reliable evidence and a fair opportunity to respond. Read the Feedback & Privacy Note.
